The Hydra Staff was a planned item that was related to the Killerteddy1 boss fight. There was no concrete plans for its behavior, and was never implemented outside of a texture.
Obtaining
Currently, the Hydra Staff cannot be obtained. The only current evidence of its existence are its texture and its reserved data values in CUCraftingPlus.
