It's fairly simple to be honest.

Grab yourself a copy of Adobe Photoshop or whatever, play & test some stuff now and then.

Over time you'll discover more nice tricks and effect combinations, and you'll figure out how certain tools work.

Tutorials are also a great way of learning.

It just requires some patience and the will to learn.
