An XP Vial is a planned future item that would be used to store specific amounts of XP. It is planned to be used in conjunction with the XP Extractor to replace the current XP Storer feature of Emerald Blocks.
Obtaining
Currently, the XP Vial cannot be obtained, even with commands. However, there is are data values reserved for it, and if applied manually to a Paper using commands, the XP Vial's texture will be applied. However, since the item is not known to the server outside of a reserved data value, it will not have any functionality different from a standard Paper item.
