Heck, I could make and host one, but it would not be 24/7. And as for lag, it would be running on a PC running Windows 8.1 64-Bit with a 1.99 GHz Quad-Core processor and 4 GB Physical RAM, with up to 100 MB upload speed and Gigabit download speeds. I am not sure if I can host it on this machine, as it is my parents.

Well, one problem; check your processor speed. Usually if its low (Anywhere from 1.3GHz and lower) it will run slow. USUALLY. Also, check your RAM speed. If it is low, about 333MHz, yes, it will run slow. You will maybe want to either upgrade that, or just lower your Minecraft settings, as 16dbaxter has stated beforehand. Yes, OptiFine sometimes does help, but I personally don't use it.
